City Council Meeting Minutes

OCTOBER 3, 2000 - 9:00 A.M.

The Jackson, Tennessee City Council met for their regular monthly meeting at 9:00 a.m., October 3, 2000, in the George A. Smith Meeting Room at City Hall with Mayor Jerry Gist and Council members John Bannister, Charles "Pepper" Bray, Harvey Buchanan, David Cisco, Johnny Lee Dodd, Maurice Hays, Kenny Holt, Jessie Jacox and James E. Wolfe, Jr. present. Also present were Toni Ross and Anita Brooks, recorders of the minutes.

Councilman John Bannister gave the invocation and led the audience in the pledge of allegiance to the flag.

The minutes of the September 5, 2000 meeting were approved and signed.

Mayor Farmer presented the following proclamations:

PUBLIC HEARINGS:

Council member Hays made a motion to table the Ordinance to rezone property located on the east side of U. S. Highway 45 South, just south of Rebel Road, from RS-1 (Single-Family Residential) District to O (Office) comprising 0.66

Ann Abernathy Wade, Arthur Johnson, Larry Ramey, Gloria Jean Lovett, Martha Frances Alpha, Valerie Currie and Bridgett Allen spoke in opposition to an Ordinance to rezone property located on the east side of the Norfolk Southern Railroad, just north of Rosedale Street and just west of Hollywood Drive, from RG-2 (General Residential) District to I-2 (Light Industrial) District, comprising 5.95

On the motion of Council member Buchanan, seconded by Council member Wolfe, unanimous approval was given to an Ordinance to amend the text of the City Zoning Ordinance, Article V, Section 20, Subsection B. 11, relative to special exception uses in the O-C (Office Center) District.

On the motion of Council member Wolfe, seconded by Council member Holt, unanimous approval was given to an Ordinance to amend the text of the City Zoning Ordinance, Article III, Definitions, relative to group day care facilities.

SECOND READINGS:

On the motion of Council member Cisco, seconded by Council member Wolfe, unanimous approval was given to an Ordinance to annex and an Ordinance to zone two areas referred to as "Troutman Subarea 1 and Troutman Subarea 2", annexation areas comprising 27.75

On the motion of Council member Holt, seconded by Council member Bannister, unanimous approval was given to an Ordinance to amend the text of the City Zoning Ordinance, Article VI, Section 5, Subsection E, relative to residential accessory structures.

On the motion of Council member Hays, seconded by Council member Wolfe, unanimous approval was given to an Ordinance to amend the text of the City Zoning Ordinance, Article VI, Section 14, relative to queuing lanes.

On the motion of Council member Wolfe, seconded by Council member Bray, unanimous approval was given to an Ordinance to amend the Official Code of the City of Jackson, Chapter 6, Section 11.603, relative to firearms.

On the motion of Council member Wolfe, seconded by Council member Cisco, unanimous approval was given to an Ordinance to amend Title 16 of the City Code of Jackson, Tennessee regarding Restoration of Street Openings.

On the motion of Council member Jacox, seconded by Council member Wolfe, an Ordinance to close and abandon a section of right-of-way on Walker Road located behind Union University was approved 8-0-1, with Council member Holt abstaining.

NEW BUSINESS:

Council member Bray made a motion that the Jackson Civic Center be renamed to the Carl Perkins Civic Center in memory of Carl Perkins. The motion was seconded by Council member Cisco and was unanimously approved.

On the motion of Council member Hays, seconded by Council member Cisco, unanimous approval was given to Jackson Utility Division's request for consideration of a contract in the amount of $600,180.00 with Service Electric Company for labor and materials to construct the Moize Creek 161:12KV substation.

On the motion of Council member Buchanan, seconded by Council member Wolfe, unanimous approval was given to the following:

On the motion of Council member Cisco, seconded by Council member Wolfe, unanimous approval was given to acceptance of streets located within Castlegate Subdivision Section III.

On the motion of Council member Bannister, seconded by Council member Wolfe, unanimous approval was given to payment of invoices over $10,000.

On the motion of Council member Wolfe, seconded by Council member Dodd, unanimous approval was given to the following Certificates of Compliance for:

On the motion of Council member Bray, seconded by Council member Wolfe, unanimous approval was given to the following Board Appointments:

a. Housing Board of Adjustment and Appeals – Reappointment of Linda Higgins.

b. Jackson Housing Authority – Appointment of Earline Moore to replace Corlis Spencer, whose term has expired.

c. City Tree – Reappointment of Charles Baldwin and appointment of Virginia Stackens-Crump to replace Addie King.

d. Planning Commission – Reappointment of Randy Wallace.

e. Jackson City Beautiful – Appointment of:

On the motion of Council member Holt, seconded by Council member Wolfe, unanimous approval was given to agreements between Jackson Arts Council and the City of Jackson relating to the Performing Arts Center.

Sharon Younger with Younger & Associates gave a presentation of the City of Jackson's new web site.

There being no further business, the meeting was adjourned.
