CALLED CITY COUNCIL MEETING MINUTES
AUGUST 28 , 2003 - 9:00 A.M.
The Jackson, Tennessee City Council met for a called meeting at 9:00 a.m., August 28, 2003, in the George A. Smith Meeting Room at City Hall with Mayor Charles Farmer and Council members John Bannister, Charles "Pepper" Bray, Ernest Brooks, II, Harvey Buchanan, David Cisco, Johnny Lee Dodd, Maurice Hays, Gerry Neese and Charles Rahm. Also present was Toni Ross, recorder of the minutes.
Council member Johnny Dodd gave the invocation and led the audience in the pledge of allegiance to the flag.
The purpose of the meeting was for continuation of consideration of the 2003-2004 budget.
There was extensive discussion by the Council members regarding the proposed budget.
Council members questioned Russ Truell, City Recorder, about what other items could be increased to obtain additional revenue for the city besides the proposed tax increase.
Council member Buchanan made a motion that the budget be approved with each department cutting 5% from their budget. The motion was seconded by Council member Brooks and failed 4-5, with Council members Bray, Brooks, Buchanan and Hays voting yea and Council members Bannister, Cisco, Dodd, Neese and Rahm voting nay.
Council member Bannister made a motion to approve the Tax Rate Ordinance as proposed at $2.46 per one hundred dollars of assessed valuation. Council member Dodd seconded the motion and it passed 5-4, with Council members Bannister, Brooks, Cisco, Dodd and Rahm voting yea and Council members Bray, Buchanan, Hays and Neese voting nay.
Council member Cisco made a motion to approve the proposed Budget Ordinance. Council member Bannister seconded the motion and it passed 6-3, with Council members Bannister, Cisco, Dodd, Hays, Neese, and Rahm voting yea and Council members Bray, Brooks and Buchanan voting nay.
Council member Dodd made a motion to approve the proposed capital budget. Council member Cisco seconded the motion and it was approved 7-2, with Council members Bannister, Brooks, Cisco, Dodd, Hays, Neese and Rahm voting yea and Council members Bray, Buchanan voting nay.
On the motion of Council member Brooks, seconded by Council member Bannister, the Initial Resolution authorizing borrowing through the Tennessee Municipal Bond Fund was approved 8-1, with Council member Buchanan voting nay.
There being no further business, the meeting was adjourned.
