As a department of the City of Jackson, the Fire Department ultimately answers to the Mayor and nine members of the City Council. Three Council members are on the Public Safety Committee, which oversees the Fire and Police Departments.

James Pearson, the administrative head of the Fire Department, answers directly to the Mayor. Morgan's principal duties are the development of short and long-range objectives and management of the fiscal/budgetary requirements of a department that serves a constantly changing city. He is responsible for the overall direction and administration of all activities and services of the fire department. The Fire Chief also has responsibility for the operation of the Public Safety Garage and co-manages the Central Dispatch facility.
